Connecting Coupa and the UK’s public procurement function
The UK Cabinet Office is creating transparency in the procurement lifecycle by creating a single digital platform to manage the public procurement function.
Unio adds additional UI functionality and connectivity to Coupa Projects, Coupa Sourcing and Coupa Contracts, seamlessly interfacing with the Cabinet Office’s Central Digital Platform (CDP).

Unio is a proprietary app developed by SCP for the Coupa ecosystem.
Unio gives public entities and utilities the ability to send notices directly from within Coupa Projects, Coupa Sourcing and Coupa Contracts to the Cabinet Office’s Central Digital Platform (CDP), via the Find a Tender Service (FTS)
This helps public procurement entities and utilities (Contract Authorities) comply with the UK’s Procurement Act 2023, which came into force on 24 February 2025.

Benefits of Unio
Unio removes the requirement for users to log into both Coupa and the CDP (Central Digital Platform). They can instead work in the Coupa environment they are used to, enrich the notice with data not available in Coupa and easily publish notices to the CDP platform. Notices are then made publicly available on the gov.uk website.

Stay updated and informed
Unio facilitates the issuing of notices covering all stages of the procurement lifecycle, as required by the UK’s Procurement Act 2023.
Notices issued from Unio include:
UK1 - Pipeline Notice
A forward-looking notice setting out specified information about public contracts with an estimated value of more than £2 million.
UK2 - Preliminary Market Engagement (PME) Notice
Used to invite suppliers to participate in preliminary market engagement or to notify the market that engagement has taken place.
UK3 – Planned Procurement Notice
An optional notice similar to UK1 that provides early information about an upcoming competitive procurement.
UK4 - Tender Notice
Replaces the current "Contract Notice" and must be published to commence a competitive process and invite tenders.
UK5 - Transparency Notice
A notice issued prior to a tender, setting out that an authority intends to award a contract directly without running a competitive tendering procedure.
UK6 – Contract Award Notice
This is a mandatory notification published by contracting authorities after they have made a decision to award a contract and communicates the outcome.
UK7 - Contract Details Notice
Informs suppliers and the public that the contracting authority has entered into a contract, providing key information about the contract.
UK10 – Contract Change Notice
Published before changing a contract's value or term, or if it is transferred due to corporate restructuring
UK11 – Contract Termination Notice
Published after a contract has ended, including when it has been completed successfully.
UK12 - Procurement Termination Notice
Published where, after publishing a tender or transparency notice, the process is terminated without awarding a contract.
UK12 - Procurement Termination Notice (Below Threshold)
Published voluntarily to inform the market that a below-threshold procurement or a selection process under a framework has been terminated and a contract will not be awarded.
